Rigging Development and Hyper Advancement

In the modern pace of industrialization urban employment grown exponentially and spread its wings in dynamic sectors by which workers from every section attracted to the Urban areas but picture remain not the same for the rural areas, where you can easily find the gap in transforming rural lives.

Harnessing Agri Sector

To bring the improvement in rural areas one must focus on the employment opportunities ,it could be self-generating by the domiciles or can be provided by the government through various schemes. However government tried muscularly to generate the employment but stuck somewhere in between pass and fail and you can predict the why most of the schemes outcome came as negative impact ; due to enlarging population decade-by-decade , as in last decade it grows with 17.7% , so governments budgetary allocations proves to be neutral. Larger section of society still far away from earning daily minimum wages of ₹202 , what even now MGNREGA gives to the labours leaving them in absolute no growth and since 1990- 2014 unstable government and discontinuing in economics policies and schemes made the situation even more rugged.

To pull the larger section of labour work force firstly what you need stability and government must run on the principal of Achieve and Extension but as if you could see govt done the same but lack of political will and politics of casteism hampers the growth for deprived section of the society ,whose conditions doesn't changed so much and still force to live in the urban slums.  With the Nehruvian plan of socialism tried to change the system of obsolutness , firstly focus on agriculture in first five year plan ,then move on to total industrialisation but since then only industrialisation been in the focus for govt , as agriculture contributes more than 50% to GDP with more than 70% of work force invested in agri sector ,started to come down with the rapid growth of industrialization and now it is rigging between 15-16% of total GDP ,still much of the workforce are there but most in the form of disguised employment but if you could see agriculture sector was the only sector who contributed in positive terms when COVID thrased the India's highly employment generating sector MSME by +3.4%. Less agriculture extension and less introduction of technological advancements made the situation even worst . As in India 86% of the farmers has less than or equal to 2 hectares of cultivable land won't bring much profit for them. KISAN SammanNidhi with ₹6000 of financial assistance in 3 instalments and PM fasal Bima yojna and Arya Mission to pull the youth to agri sector tried to harness the situation but nothing changed much as agriculture is neither profit driven nor advancement driven by and large. 

 Why MSME proved a boon ?
If you look beyond the agri sector as employment opportunities ,an individual must be having skill set to make them deploy in specific field where they can gain livelihood for themselves. But the problem is that ,more than 50% of the rural people don't have any specific skill ,which makes hard for them to any sort of job. Lack of proper training facilities , however provided by the government through various times but result never been the such encouraging for them ; reason behind this isn't the proper implementation by the authorities at the ground level , not making the villagers aware about the benefits of training ,upskilling, reskilling. National Statistics Office (NSO) ,stated that rural unemployment rate been consistently lurking between 5-6% since a decade. Most of the people dependence on MGNAREGA makes it over-employed sector and having budgetary deficit and also a reason of disguised unemployment.

With total share of 37-40% of the GDP MSME sector proved to be boon for the larger en-masse as more than 11 crore people are working in different industries. Credit Guarantee Scheme and Emergency Credit Guarantee Scheme for industries quite a am absolute positive driven and with that MUDRA (Micro Unit Development and Refinancing Agency) Scheme where an individual can get loan upto ₹10 lakh to start the business been a generous propulsion. But as NSO data shows more than 50-55% of loan taken under the scheme proved to be fatal cause corona closed much of the new opened industries and left them in debt ridden and created the twin deficit problem ,as banks didn't their loan back which mounted as NPA's and industries closed too. Same as happened with PM SVANidhi where credit of ₹10,000 had been provided to street vendors to run their shops ,SBI stopped giving the loans as SBI reports stated that 80% of the loans are untraceable and no sign of return which made a loss of around ₹11,000 crore for SBI.

Servicing the GDP
At last if you want to grow then grow like Service Sector whose share around 35% to GDP and grows exponentially even in COVID blizzard and made Indian service sector an export oriented industries of more than $150 billion. So to roast it as big chance government came with series of schemes like Start Up India , Stand up India , Make In India , Start Up seed Funding scheme of starting capital of ₹10,000 crore to encourage the new age entrepreneurs and India did extraordinaraly well with adding 44 unicorns in the FY 2021-22 and this year it has already touched 15* till now. Entrepreneurship programs in joint venture with Microsoft , Google trained the youth in by and large quantity and quality.

Way Forward
Transformation not so tough to do as some of the villages has changed their fate on their own or having awareness about the schemes. Rural employment can be cured from the very base level by strengthening the Panchayats, it must be binding in them to make people know about the government schemes. Food processing industries outreach to these areas can also be plus factor , where household women can make daily eatables things. Pradhan Mantri Kausal Vikas Yojna proved to be a handy scheme , where many of the youth in the rural area trained themselves and stopped flocking to the urban areas. Lot of source of manufacturing industries in the rural areas where availability of human power in heavy amount. Make people know about the agricultural sector transformation shifting from age old cultivation to the agricultural allied activities like fishries, horticulture , organic farming.
